The new Standards for RTOs 2015 are here and with them comes another attempt to regulate some core processes in the RTO world.

When we talk about core processes, at the top of the list is the strategy to deliver and assess a particular training program.

When the Standards for NVR RTOs 2011 were introduced in 2011, we formally defined the strategy as the Training and Assessment Strategy (TAS). Before this, we called it the Learning and Assessment Strategy, Learning and Assessment Plan, Training and Assessment Plan, etc.

asqa logoEffective from the 1st April 2015, ASQA's has updated its own general directions for Learner Transition, previously known as "Teach out period".

The new document outlines General Direction and arrangements concerning:

  • the commencement of a new learner in a training product which is no longer current (i.e. the training product has been superseded, removed or deleted from the National Register); and
  • the time-frame in which a RTO must complete the training, assessment and AQF certification documentation issuance for learners enrolled in a training product which is, or becomes, no longer current.

These arrangements are made in accordance with the provisions of Clause 1.26 of the Standards for Registered Training Organisations 2015 (the Standards for RTOs 2015).

ASQA 1st year of operationsThe government has announced legislative and other changes to deal with rogue training providers and better protect students.

The new measures will intent to:

  • stop providers from offering incentives to students, like cash and laptops, to get them to sign up to courses that they don't need
  • stop marketing agents and brokers 'freelancing' to sign up as many students as possible, without being covered by any regulator
  • give students more information that helps them understand that VET FEE-HELP loans are real debts that impact their credit rating and have to be repaid
  • make it impossible for providers to levy all fees in a single transaction, giving students more opportunity to consider their options before VET FEE-HELP debts can be incurred
  • protect vulnerable students by requiring providers to properly assess students before enrolment

The government has produced the fact sheet VET FEE-HELP to help students make informed choices about undertaking VET courses of study.
