No matter how rigorous and compelling our Standards for Registered Training Organisations (RTOs) may be, compliance related training programs, especially in e-learning, are routinely boring, stale, and lacking in any real impact.

For any compliance related training, we build the courses because we have to, and our learners watch them because they have to. But no one pays any more attention than the absolute minimum required. This second-rate status is only natural. Unlike the majority of vocational training programs, which are born directly from an industry need or opportunity, compliance-training programs are foisted upon us without any perceived need from within.

On 21 April 2015, the Assistant Minister for Education and Training, Senator the Hon Simon Birmingham, announced the new model for Training Product Development for Australian Industry.

This new model demonstrates the Government's commitment to training that is high quality and that delivers real skills for jobs. It is also further evidence of the Government's commitment to industry leadership and smaller government.
