ASQA has published the following on 12th March 2013:

"ASQA has published a new response to a frequently asked question regarding compliance with 'suggested volume of learning' for AQF qualifications.
Question: Does ASQA audit RTOs for compliance with the suggested volume of learning for AQF qualifications?
Answer: ASQA does not specifically audit RTOs for compliance with the AQF-suggested volume of learning for a qualification type.
However, RTOs should have regard to the guidance provided in the suggested volume of learning when designing training and assessment strategies.
Arrangements for delivery must support learners in achieving competence in accordance with the requirements of the relevant Training Package or accredited course."

Under the Australian VET Framework, and the AQTF, assessments used by Registered Training Organisations (RTOs) must compliant with the "Principles of Assessments: fair, Flexible, reliable and valid".

Trainers and RTO managers asked me with singular frequency: "How can we ensure our assessment tools are reliable and valid? Do you have a template for that?" I decide to write the following notes to put some light on the above.

Testing the reliability of an assessment is finding how much error is included in the evidence. In other words, finding the degree to which an assessment tool produces stable and consistent results.

The Australian VET industry consists of a great variety of providers. Many small and medium organisations have a high degree of technical specialisation and service niche markets. These small and medium sized RTOs generally have professionals with many years of industry and vocational experience and passion for delivering high quality training and assessment. Now these RTOs are experiencing a substantial increase in compliance costs.
