The National Skills Standards Council (NSSC) is currently conducting a review of the National VET Framework. NSSC started a series of consultation activities with VET stakeholders on June 2012, and recently had published an analysis of 114 submissions received.

A total of 50 RTOs have responded to NSSC's consultation papers, which represent 1% of current Registered Training Organisations (RTO) national wide.

The number of "regulatory changes" for the VET sector over recent years have been significant, however there are still critical areas of concern that have not been addressed in previous processes. The main areas of concern are:

The performance consulting process generally includes identifying business needs, performance needs, and work environment and capability needs. All strategic performance improvement projects start with an assessment to systematically identify a specific individual, team, or organizational need. Workplace Learning and Performance (WLP) professionals perform this assessment by completing a series of analyses that identify the discrepancies between the actual and the desired performance, clarify the desired outcomes, set the boundaries of the issue to be addressed, and analyse all the factors that support and inhibit performance. The WLP professional needs expertise in asking the right questions about what is happening in the organisation and pinpointing the issue that needs to be addressed. Clarifying the desired outcome and understanding what is happening in the system and what is inhibiting the realization of this outcome are crucial activities at this stage.

The National Centre for Vocational Education Research (NCVER) collects and holds records of student enrolment and achievement in the VET sector, but these records are not mapped to an individual over the lifetime.
The inability to access enrolment and achievement data across the lifetime of individual VET students, affects the efficiency of RTOs and undermines the capacity of government policy makers to develop evidence-based programs and ensure accountability for the investments made.
